Trump waives new Russia-related tariffs and sanctions

October 16 order preserves earlier sanctions and sets no fixed waiver expiry
President Donald Trump waived new duties and specified sanctions and restrictions under the Graham Act in an executive order dated October 16. The waived duties include 100% additional tariffs targeting goods from the five largest purchasers of Russian oil and gas, linked to qualifying purchases from October 18. The order expressly preserves sanctions under earlier Russia-related executive orders. Its waivers have no fixed expiry: they continue until the president or secretary of state determines that further action is appropriate. The distinction matters because suspending these new measures does not remove the earlier sanctions.
