Ukraine Starshield restriction order originated in White House, officials tell Reuters

Decision-maker unidentified; scope of restored service remains unclear
Instructions to slow Ukraine’s Starshield military satellite service originated inside the White House, Reuters reported October 15, citing two US officials and a Western official speaking anonymously. They did not identify the decision-maker. A senior US official denied that President Donald Trump had requested the restriction; the White House did not answer Reuters’ questions about other officials. The service supports military communications and drones. Britain’s defence minister said Starlink service had been restored, but Reuters’ later report cited a Ukrainian defence ministry source saying military terminals worked in motion only up to 100 mph. The accounts therefore do not establish that every restriction was lifted.
