Emergency cuts introduced as engineers work to restore supplies
Emergency power cuts have been introduced across Vinnytsia region after an overnight Russian attack damaged critical infrastructure, regional administration head Natalia Zabolotna said, according to LB’s October 18 report. Engineers were working to restore supplies, with critical facilities switching to backup power where necessary. Separately, Reuters reported that President Volodymyr Zelenskyy said the latest strikes hit substations in Vinnytsia, Zhytomyr, Khmelnytskyi and Odesa regions. The regional account gives no affected-customer total or restoration deadline.

Power restoration continues; water recovery requires sustained electricity
Russian attacks hit energy infrastructure in ten Ukrainian regions overnight and on the morning of October 17, Ukraine’s energy ministry said. It reported restoring electricity to more than 500,000 customers without specifying how many remained disconnected. The figure counts electricity customers rather than individual residents. A later October 17 report by local outlet Misto cited Vinnytsia Mayor Serhii Morhunov saying the water utility still lacked stable electricity. He estimated that refilling the water network would require at least six hours of steady power after supply returns. Sewage pumping stations and treatment facilities were operating on generators. The six-hour estimate explains why water recovery can lag electricity restoration; it does not establish a time when full service will resume.
