Senate approval starts rulemaking, not reactor construction

Italy’s Senate gave final approval to nuclear-energy enabling legislation by 81 votes to 51, with seven abstentions. The government now has 12 months to draft implementing decrees covering licensing, safety, waste management and criteria for future sites. The law establishes a regulatory foundation for potentially restoring nuclear generation after nearly four decades, but it neither approves a particular reactor nor resumes electricity production. Any project would still require separate assessment and authorization.
