China starts technology export registration while consulting on new controls

Registration takes effect while proposed bans and restrictions remain drafts
China introduced temporary export registration on October 16 for listed AI, biomedicine and solar technologies while proposing new export controls. Registration also covers transfers already started but unfinished. Comments on the proposed catalogue, covering 14 proposed prohibitions and 26 proposed restrictions, close November 15. The proposal excludes AI technology already public through open source or academic publication. The ministry also distinguishes overseas deployment of covered model technology from API or app access, which it says would fall outside large-model technology export controls. The immediate requirement is registration; the proposed bans and restrictions remain drafts.
